Tulsa, Oklahoma is a city in the US state of Oklahoma and the seat of county government for Tulsa County. It is located on the Arkansas River near its confluence with the Muskegon River. The population was 177,521 as of 2015, making it the 18th largest city in Oklahoma. The first permanent settlement in what is now Tulsa was made by fur traders on August 15, 1824 when James Wilkinson and two others founded a trading post at what is now downtown Tulsa. In 1840, Major John Sibley erected a sawmill and grist mill on Creek Mayflower Street which became known as Sibley's Mill after him. A small town grew up around these mills until 1866 when theoma (town site) was platted by JF Bradford & Sons under the name of Tulsa City. The new town was named for General George Rogers Clark who had led Ulysses S Grant's army during the American Civil War. In 1907, Tulsa bought 1 square mile (2 km²) from French Canadian settler Gabriel Dumont to build an all-black high school called Booker T Washington High School which became one of America's most successful public schools. In 1907 also began construction of what would become downtown’s first bank building – First National Bank – and brick buildings were laid down across Second Avenue between Vine and Jefferson streets that would serve as business districts today. Today Fourth Street runs east-west through downtown along its original route while Main Street crosses over it twice to run north-south just east of Interstate 40/ 40E intoOKC (now I-40W). On November 16, 1907, voters passed a resolution authorizing Mayor John Chiles to establish an airfield within City Limits for use by military or civil aviation purposes; this marked perhaps the first time in history that citizens had authorized their municipal government to provide services essential to economic development outside their borders!
