The Air Force has been gifting gift history in Stillwater, Oklahoma for over sixty years. The Army and Navy also have a long tradition of giving gifts, but the Air Force has been gifting specifically to its citizens and military members since World War II. From the beginning, the Air Force gave out gift certificates to their citizens. These certificates were redeemable at participating stores within the Air Force Base System. This allowed civilians and military members alike to purchase items they needed or wanted without having to leave their base. Gift certificates became known as "Air Force Appreciation Certificates" or "AFACs." AFACs could be used for anything from purchasing air tickets to buying food on-base or at local grocery stores. They were also very beneficial because they allowed people who did not live on-base to purchase items they might need while stationed in town or on other bases around the country. One of the most popular AFACs was the "Pepsi Refreshment Package." This package included drinks such as Pepsi products and fruit juices, along with coupons for discounts at local businesses. It was a popular choice among military members because it allowed them to purchase something they needed while deployed but did not have time to get into town. AFACs continued being issued until 1994 when Command Sgt Coles retired from his position of Director Gift Programs with responsibility for all gift programs within the USAF bureaucracy (excluding gifts given by individual units). With this change in leadership, all AFAC issuance ceased effective October 1st 1994 (date noted above). Stillwater is a city in Oklahoma, United States. The population was 23,898 at the 2010 census. It is the county seat of Haskell County and the largest city in Haskell County by population. The name " Stillwater" is most likely derived from the Shawnee word " stilliwat," meaning " Little Missouri." The first permanent settler in Stillwater was George Stephenson, who arrived on July 24, 1846. He named his new place after himself, Stillwater Creek in honour of his home country of Scotland. By 1860, there were over 100 settlers living in what would become Stillwater. In 1871, railroad construction began through Haskell County and soon many businesses were established along the tracks including a flour mill and groceries store. The town's growth continued as schools were built (the first beinggradeschools opened for students in 1875), churches were founded (one being called Christ Church), and a post office was created (still serving today). In 1907, the population of Stillwater reached 25,000 people when it incorporated as an independent municipality. That same year saw also its first professional football game when Tulsa vs West Plains Tigers played at Soldiers Field Municipal Stadium with Tulsa winning 14-7. In 1911, Wichita State University moved to town from Mockingbird Hills and immediately became one of its mainstay participants in both men’s basketball (then known as “The Big Eight Conference”) and football (not part of that conference but playing against conference opponents such as Baylor). In 1925–1926,[1] there was a brief attempt to establish a movie industry within Oklahoma City but this failed due to lack of proper regulation; however[2] Hollywood did establish itself within Oklahoma City during this time period thanks to movies shot by studios located there like Republic Pictures and Metro-Goldwyn-Mayer which continue to operate today under their current name Orion Pictures Corporation headquartered nearby on Grand Boulevard near Interstate 16th Street east of downtown Oklahoma City

Stillwater is one of the most rapidly growing cities in the state and has seen an increase in population from 6,000 to 11,000 residents since 2000. It is located on the eastern edge of Tulsa County and is bordered by Tulsa to the north and east, Jenks to the south, Bartlesville to the west, and OKC to the northwest. The city was founded in 1907 as a small town called Stillwater Springs. In 1930 it became a full-time municipality with its own government and repealed its municipal charter which had been granted by Tulsa Municipality. The current name comes from still water running through downtown streets during high water levels due to subsidence caused by oil discoveries near the city limits in 1907-1909. Over time Stillwater has become an important center for commerce and industry with a variety of businesses including gas stations, pharmacies, banks, restaurants, truck stops and manufacturing plants that have contributed greatly to its growth over time.
