The Oklahoma National Guard was activated on October 15, 1907 as an arm of the state government. On December 12, 1907, the Oklahoma National Guard became a stand-alone branch of the military. The first commander and officer of the National Guard were Colonel George W. Goodnight and Major General John Fenton. The unit was composed of about 3,000 men at its activation. On May 1, 1909, the Territorial Legislature created a state militia commission to provide for military service byOklahoma citizens in time of war or insurrection outside the territorial limits. Moore is the county seat of Haskell County and has a manufacturing base that includes textiles, food processing, and other industries. The area around Moore was first settled by Native Americans in the 1820s. In 1907, General George Custer was killed here while on his way to battle with the Sioux during the Dakota War. The Guard was also created as a result of the Civil War. After the war, military authorities decided to keep the National Guard separate from regular army troops and function as a reserve force for times when there was an emergency call for reinforcements. This decision paid off as the Guard played an important role in various events during Reconstruction, such as the New Orleans Riot of 1868 and the Battle of Resaca de la Palma in 1862. In 1908, President William Howard Taft ordered all states to arm their Guardsmen at once. This order helped to bring about changes within the Guard that had been simmering for years. For one, officers were now appointed directly by president instead of through state governments. Additionally,Taft disbanded many state guard detachments and made all members organized into regiment-sized units with specific duties and responsibilities assigned to them pursuant to federal law (the modern National Guard is still based on this original organization). During World War II, Congress passed two Acts providing funds forNational Guard training camps and equipment at locations near major battlefields around America so that they could be available should hostilities erupt again. These Acts also created additional statewide commands which would report directly to commander-in-chiefs rather than through state governors or territorial governors who were responsible for troop deployment at home soil. Although not activated until 1942 due largely to wartime manpower shortages caused by both German atrocities against American civilians (leading eventually to President Franklin D Roosevelt’s Executive Order 9066) and Japanese attack on Pearl Harbor – after VJ Day America’s largest peacetime military mobilization ever – over 2 million guardsmen had been mobilized across America under three commando battalions operating under various lieutenant colonel levels with battalion headquarters located throughout each theater; along with support forces totaling over 10 million men including tanks, trucks, artillery pieces, airfields etc.– making it one of most massive mobilizations in history up until then Following World War II there was an effort by Congress led by Republican Harry Byrd Jr., Sr., author of “A Bill To Mandate National Defense” (H S 923), which became Public Law 85–417 on July 14th 1985 called “The Armor Program Authorization Act Amendments Of 1985” effective October 1st 1985 ().
