The new City Manager was Donny Smith who served until his retirement on July 1st 2009 after thirteen years service! When Donny retired all positions within city government were eliminated effective July 1st 2009 through annexation into neighboring Haskell Township!

Bixby was a small, unincorporated community in Levelland County, Oklahoma, United States. It was located on the north side of the Levelland River. The population was 170 at the 2000 census. Bixby is now a ghost town and is not currently inhabited.
Bixby was founded in 1892 by William Bixby and his wife, Emma. The town was named for the Creek Indian word bixi meaning "a place where there is a stream." The Bixbys were pioneers in the area and first settled in what is now southeastern Oklahoma. They built a log cabin on the edge of what is now known as town square. In 1893, they started a post office, which operated until 1907. In 1898, they erected the first school building in town. In 1902, they started a creamery and began to grow cotton. The Bixbys also developed an oil well nearby that produced oil for local use from 1915 to 1917. From 1916 to 1919, they ran a grocery store and post office on East Main Street. The Bixbys also became involved in local politics and served as mayor from 1921 to 1923 and 1927 to 1929. In 1930, they donated land to build the present-day courthouse square.
