Youngstown, Ohio is a city in the U.S. state of Ohio and the county seat of Mahoning County. The population was 71,549 at the 2010 census. It is part of the Columbus metropolitan area. The first permanent settler in what is now Youngstown was Nicholas Sooge in 1788. In 1825, Youngstown incorporated as a city and began to build up its infrastructure including an evangelical church, library, fire department, water system and other public works As businesses grew more important to local life than ever before they found their way into city hall where they were governed by Commissioners appointed by Mayor James Pugh based on need rather than ownership or control by one individual or business group.
