In 1978 Lieutenant Colonel Benny Wessels became commander-in-chief of the 3rd Brigade Combat Team/2nd Infantry Division deployed to Panama City as part of United StatesOperation Just Cause during which more than $175 million were seized from Cuban merchant vessels sailing through Panamanian waters without declaring contraband items before departure - an event which helped make Panama become one OFA member nation after years of exclusion by other nations due to its communist government policy toward Cuba
