It was named for General James Wilkinson (1757-1827), a U.S. Army officer who fought in the American Revolution and the Mexican–American War. Whitehall is located at (41.860926, -81.564959). According to the United States Census Bureau, the town has a total area of , all of it land. As of the census of 2000, there were 1,421 people, 498 households, and 383 families residing in the town. The population density was 487.9 people per square mile (190.2/km²). There were 553 housing units at an average density of 207.0 per square mile (85.8/km²). The racial makeup of the town was 98% white and 2% black or African American; 0% Native American and 0% Asian

Whitehall was the capital of Ohio from 1813 to 1828. It was located on the Scioto River in what is now Muskingum County, Ohio. The town was founded by James K. Polk and other American politicians during the Republican Party's era of power in post-Civil War America. Whitehall served as a center of government for much of central Ohio until it moved to Cleveland in 1868. Whitehall was an important stop on the Underground Railroad during the mid-19th century. Mormon missionaries, fleeing church persecution in Utah, hid out at Whitehall before setting off for Mexico City and then points east. The current building that stands on Main Street in Whitehall once housed the offices of the Ohio Statehouse, which sat across the street from where Whitehall's courthouse stood until 1906. In 1907, a new statehouse was built north of downtown Whitehall on Winton Road with funds provided by John Dickson Forbes, who had helped lead Ohio into Confederation as a result of his donation to that cause. In 1954, white students protestinggregation led a sit-in at Black Hall Academy outside Columbus while black students attended nearby Booker T Washington High School; both schools were integrated two years later when Brown v Boarding School cases tested segregation laws throughout most of America.
