West Carrollton City, Ohio was founded in 1839 by Captain George West and his wife, Nancy. The city was named for Captain West's ancestral home, which was located in western Pennsylvania. The city government was organized on May 4, 1840, and the first mayor of West Carrollton City was John A. Brownell. At a meeting held on October 12, 1840, the citizens voted to name their new town after General James K. Polk because he had been secretary of state at the time of its establishment. In 1845 the population of West Carrollton City grew to 1,500 people and it became an incorporated town with a Post Office Department. On January 1, 1847 the town passed an ordinance providing for public schools within its limits and nine months later it also passed an ordinance establishing a fire department. On December 5th of that year Congress authorized President Pierce to award $1 million in land grants to twelve states including Ohio as part of the Reconstruction Act which provided financial assistance to former slaves who were living in those states. The donation included 330 acres (130 hectares) of land located east of Dayton near what is now known as Mound Road in west Carrollton Township and this parcel would become known as Polk Park after General Polk's visit to that area in 1865 when he toured the area looking for land for his new presidential plantation!
West Carrollton City was founded in 1887 by lawyers John M. Fenton and George W. Simons. The city became a township in 1907, and was incorporated as a city in 1912. West Carrollton City was named after General James Wilkinson of the Union army at the Battle of Gettysburg, which took place in 1863.
