West Carrollton City is a city in Butler County, Ohio, United States. The population was 26,511 at the 2010 census. It is the county seat of Butler County. West Carrollton City was founded in 1824 and named for General James West (1784-1851), an American Revolutionary War hero and settler in the area. The first post office in West Carrollton City was established on December 12, 1825, by Order of President James K. Polk. The town grew rapidly due to its strategic location as a crossroads between two important wagon routes - one leading to Cincinnati and the other via Trumbull Valley south to Dayton and west to Youngstown. In 1830, the town built its first courthouse which still stands today within view of downtown. In 1848, about two-thirds of what would become Butler County were acquired by Ohio from France for $10 million in gold sales under the Treaty of Paris following the Mexican-American War. The land then became known as "West Carrollton Township." When Butler County was organized on November 3, 1853, part of that territory included what are now parts of West Carrollton City and Vilas Township. The first school in West Carrollton City was built on Academy Street east of present day Elmwood Avenue in 1827 by John Grosse and his wife Sarah Moseley Grosse; it continued operations until 1870 when it moved to its current site across Elmwood Avenue from First Presbyterian Church (now White Flint Baptist Church). A second school opened on Third Street north of present day Midland Avenue in 1830 also operated until 1870 when it too moved to its current site across Elmwood Avenue from First Presbyterian Church (now White Flint Baptist Church). On January 1st 1865 local citizens voted overwhelmingly for incorporation into a new state called Union as part of an effort to protect Republican Party strongholds throughout Western Ohio against possible Democratic party takeover during Reconstruction era; this vote followed an earlier referendum approved by voters demonstrating support for secession from the Union under similar circumstances several years earlier known as "the Great Kosciusko Rebellion". On February 10th 1865 after monthslong negotiations with representatives from both states at Easton Hall near Lancaster he signed a document signing Jones Act into law creating State Line Company which leased 640 acres surrounding Waterford Township consisting mostly of high ground lying along Voith Creek valley eastward toward Lebanon Twp., including present day West Carrollton City limits; this purchase made up most (>75%) total acreage within city limits that would be annexed later that year by neighboring Dearborn Heights or Norwalk Township through annexation process starting on April 20th following meeting held at home of Mayor Samuel Witherspoon between members Rev Dr John Sayers US Army Surgeon General Dr George Naylor US Marshal Elijah Woods...According while survey work continued throughout summer until results were available early fall term Enoch Pratt Surveyor began measuring lots within city limits soon after election result becoming full time surveyor October 2nd immediately upon announcement lot surveys began with all Lots Certified By Surveyor October 15th..... Property lines not surveyed may be affected if creek crossings/valleys not included..........
