At least four citizens were killed during these protests before Lincoln ordered Ulysses S Grant to take over security for the remainder of events atChicago's Union Station on November 17th (the event is also known as Bloody Sunday). Prior to that day, Chicago police had been largely untrained and ineffective at handling crowd control issues following large public gatherings such as political rallies or funerals.
