Upper Arlington is a town in Mahoning County, Ohio, United States. The population was 5,521 at the 2000 census. It is part of the Cleveland metropolitan area. The first settlers in Upper Arlington were John and Rebecca Merrill who arrived in 1814. They platted what is now Upper Arlington Township on a grant from the State of Ohio. Other early residents were Daniel Boone and his family who settled around 1795 near the current site of Uniontown Road and Middle Creek Road. In 1824, General Anthony Wayne tried to force an opening into Indiana through present-day Delaware but was unsuccessful due to Native American resistance; this event is celebrated as one of the earliest examples of Indian Wars in modern U.S. history. In 1827, Upper Arlington became a village when it incorporation by vote of its citizens under the name "Upper Arlington". On July 1, 1871, Lower Arlington township (now Delaware) was merged with Upper Arlington Township to form a new government that functioned as a single municipality with both townships providing all services except for education which was provided by Mahoning County Schools until 1984 when that responsibility passed to Delaware County schools because of state funding changes called "the Omnibus Bill." On May 15, 1984 Lower Arlington voters approved giving their town library its own separate taxing authority so that it could provide more quality library programming than what was available from Mahoning County schools alone; this action helped spark development within Lower Arlington into an advanced community with world-renowned libraries like The New York Public Library and Pittsburgh's Carnegie Museum of Art among its top attractions since then! As per Mahoning County laws at that time only white males could hold property rights which limited access for many minority groups including African Americans and Hispanics until after 1970 when those rights were extended via legislation known as The McKinney Act which also granted tax breaks to businesses owned or controlled by minorities). Prior to 1970 there were no restrictions on property ownership within Upper Arlington limits while Mexican Americans held some land but did not have voting rights or equal access to public goods such as education or health care quantities until after 1960 when they too began purchasing property within the Limits despite having few opportunities given their language barriers which inhibited them from joining other similar communities established outside their home turf like Cleveland Heights/Summit View where they enjoyed easy access to grocery stores (like Safeway), transportation options (like buses), job opportunities (like construction work), recreational amenities etc.; these advantages soon vanished once restrictive zoning ordinances went into effect following World War II following recommendations made by President Franklin D Roosevelt during his Advisory Commission on Housing

The first settler in Upper Arlington was Elisha Cuthbert, who arrived in 1795 from Kentucky with his family. In 1814, Nicholas Denny settled here after purchasing land from John Trumbull for $2,000 cash. Denny founded what would become Upper Arlington as a village on July 1, 1815 by combining parts of two earlier settlements, Newtown and Whitehall Township. He named it after himself and later donated land to school district No. 2 which has since grown into Greater Cleveland Community Schools District #1). Upper Arlington's early years were marked by struggles with its location: it was just north of one of the most important trade routes between Chicago and Cincinnati and south of another major route linking Cleveland and Toledo; moreover, it was surrounded by hostile Native American villages that continued to resist white settlement even after Upper Arlington became a town in 1850."
