The town of Stow, Ohio was founded by Joseph and Anna Stowe in 1814. The town was named after the family's home in Stratford, Connecticut. The Stowe family owned a large farm near the town center. They also built a small shop on the main street in the town. In 1828, Anna Stowe married John Capps and they moved to Decatur, Illinois. Josephine Capps followed her husband to Decatur in 1830. John Capps died in 1835 and AnnaStowe continued to live in Stow with her four children until her death in 1840. The town of Stow began to grow rapidly during its early years and by 1845 it had a population of around 100 people. In 1850, John Ladd became the first postmaster of Stow and he ran the post office for many years until his death in 1865. From 1870-1920, there were six postmasterships within 20 miles of Stow; each one held for three years before being installed by their successor. In 1922, George Wray became the first mayor of Stow and he held that position until his death in 1945. After George Wray's death, Adolphus Kapp took over as mayor from 1944-1948; Kapp served until he resigned due to health problems in 1948. During World War II, many soldiers stationed at Fort Snelling barracks located just outside ofStow recruited local citizens into their military forces; these men formed a militia known as "The Regiment". Many residents also volunteered their time during the war effort such as building roads or working at factories; however, few received any recognition for their services.] In 1969, when Ohio legalized medical marijuana,[1] patients living within 15 miles of Cleveland were allowed to use it under certain conditions.[2] On October 29th of that year,[3] Mayor Adolphus Kapp handed out permits[4] allowing dispensaries[5] throughout central Ohio[6][7][8][9][10][11] beginning on November 1st (the day before Columbus Day).[12][13] By December 3rd,[14],[15], more than 50 dispensaries had opened up across central Ohio.[16]" Josephine Capps' father-in-law had been an early settler at nearby Parma Heights which later became part of Cincinnati proper
