In 1795, George Washington inspected Steubenville's fortifications and ordered its construction as part of his plan for Fort Wayne which became a reality in 1796 under General Anthony Wayne. The town site was surveyed by Captain John Todd on April 14th, 1800 and laid out according to plans prepared by Nicholas Biddle. It was officially incorporated as a village on January 1st 1811 with Elias Howe as its first president and Wm Cherry as its first selectman The area now known as Steubenville experienced heavy immigration during the 19th century; many Irishmen came overland through Kentucky to find work on farms or start businesses in what is now Steubenville proper In 1875 local farmer John Fenton offered $10 per acre for any land that could be turned into corn fields so farming became an important industry When coal mining began operations nearby in 1901 much noise and dust was created while digging ditches associated with coal mining
