Steubenville, Ohio is a city located in Steuben County, Ohio, United States. The population was 29,392 at the 2010 census. It is the county seat of Steubenville. The name "Steubenville" is derived from the Germanic words for "bridge over the river." The first settler in Steubenville was Nicholas Steuer, who arrived in 1788. He and his family built a log cabin on what is now Market Street. In 1800, John Kapp bought property in what is now Steubenville and founded the town of Kappstown on it. In 1801, Adam Cline moved to Steubenville from Preble County and began to cultivate land around present-day Elmira Road and Second Avenue. Steamboats started arriving in steamer boats at this location starting in 1815; these boats brought goods such as lumber and coal to the town. In 1836, George Stephenson built an engine shop on Elmira Road for his company Liverpool Gas Light Company; this structure served as a village hall until 1911 when it was replaced by the current courthouse building (now used as a local high school). In 1839-40, Jesse James robbed several banks near here before being captured and hanged by order of President Andrew Johnson outside Elmira Jail (the site today of Eastern State Penitentiary). This event helped start movements against slavery throughout America which culminated with Abraham Lincoln's Emancipation Proclamation six years later. In 1861-63, during American Civil War I (1861-65), Union Army General Ulysses S Grant decided to attack Steinway Heights along Pennsylvania Avenue NW so he could cut off supply lines for Confederate forces besieging Richmond – this action led to heavy losses for Grant's army at Battle of Chancellorsville (May 7–21 1863). On November 11 1865, Union General Robert E Lee surrendered at Appomattox Court House after five days of hard fighting;Steubenville played no role in this battle but did take part in other skirmishes around Petersburg that week leading up to it including one where five men were arrested after stealing two cows while driving down Third Street SW from Union Station
In 1837, the town of Steubenville, Ohio was founded by George Steuben and his family. The community was named in honor of General David Wooster, who had fought in the War of 1812. The city's first mayor was John P. Lytle and its first treasurer was Elijah B. Cook. In 1852, the city annexed the village of Easton and formed a municipality with a population of 514 people. In 1865, Steubenville merged with the village of Westlake to form a new municipality with a population of 1,521 people. On July 1, 1898, Steubenville became an independent city after separate ballot referendum.
