Howell Sr., who owned and operated the Howell's Hardware store on Main Street in Springfield. From then until 1968, the city of Springfield had a gun lover gift program administered by the Mayor's Committee on Home Security and Protection (ICHP). In 1978, the program was reactivated by Mayor Tom Foley and renamed the "Springfield Police Department Gun Lover Gift Program." The goal of this program is to provide gifts to individuals or organizations who have contributed to the city through their support of law enforcement or other emergency services. One of the most popular gifts given during this time period were firearms themselves- many residents donated rifles, shotguns, pistols and more for use within Springfield police departments. In 1977 alone there were over sixty firearms donations received from citizens in Springfield! Many handguns also benefited from giving as part of this program- such as revolvers and carbines donated by local businesses like Mr. Gault's Tavern and The Tractor Shop on High Street. It is safe to say that without these types of gifts from citizens, much would not have been accomplished within Springfield during those early days! Today, the program continues to be run efficiently by City staffers with input from various organizations throughout town who contribute items ranging from handcuffs and dog tags to police radios and patrol cars!
