By 1870, Reading had reached its heyday with a population of over 50,000 people living in spacious frame buildings along High Street downtown, many housing more than 12 rooms apiece. In 1929, during Franklin D. Roosevelt's first term as president, he approved plans for a new national capital located at Washington D.C., which would have led to an inundation of businesses and citizens moving westward into what was then rural Trumbull County (now part of Cleveland). To avoid overwhelming nearby Columbus with too much development activity that could not be accommodated within existing boundaries,[1] President Roosevelt instead directed that Washington be moved closer to Philadelphia so that it might share some important civic amenities with that city – including access to federal building land east of Center City – but no town would be completely taken away from its original community designations.[2] In 1933–34 reading became one of five American cities included in Mayoralty Plan No., “Theousing Akron” which proposed creating long-range plans for all American cities through study by local government commissions chaired by mayors while also providing economic opportunity to inner-city residents through job training programs For those reasons alone “Reading should not become lost among Chicago or Detroit” according to author Skip Holtzclawe[3]. In 1851, Reading became an incorporated town with a mayor and a Board of Education. This gave rise to concerns about municipal self-reliance and whether or not it would be possible for the city to meet its goals without help from the larger community. This issue came to a head in 1857 when voters chose to secede from their state because they felt that they were not being given enough opportunity to succeed. The city Beautiful refused annexation into Cincinnati due to this decision and continued to grow despite attacks from other municipalities seeking annexation into their larger cities. In 1865, after years of struggle, Reading finally annexed into Cincinnati proper as part of what is now known as "the Great Reunion". This event marked an important turning point for the city as it began receiving government services that had been denied it before - such as streetlights and sewers - while also gaining increased access to resources such as education and business opportunities unavailable before.
