The Wing was activated at Wright-Patterson AFB and became known as the 321st Bombardment Wing on November 2, 1947. On October 15th, 1949 this wing became part of Tactical Air Command when it was reactivated at Washington National Airport. Inactivated on September 30th, 1955 and its assets were reassigned to Tactical Air Command's Pacific Air Forces components which relocated to Okinawa from Japan on December 1st. The 421st Bombardment Wing (Heavy) became operational at Seymour Johnson AFB in 1978 under Tactical Air Command's newly created Flying Training Command prior to being transferred to United States European Command effective September 24th, 1984. In 1821, Reading, Ohio was founded as the third town in what would become the United States of America. The area that now comprises Reading had been part of the Shawnee Indian Nation for centuries and was home to many small villages. In 1795, when Ohio became a state, it was decided that the new capital should be in Cincinnati because of its strategic location on the Great Lakes and its access to trade with France and other countries. When Congress designated Cincinnati as the new capital, it also agreed to create a government for each of the original 23 states that formed the United States. The first government for Ohio was created in 1797 and consisted of a board of commissioners chaired by George Washington. In 1802, when Kentucky became a state and added Cleveland to its territory, Ohio’s second government came into being with James Kapp as its first president. From this point forward, both governments were headed by appointees until 1815 when they were transferred from Cincinnati to Toledo due to disagreements over who should represent Ohio in Congress. After Michigan gained statehood in 1850 and Cleveland became their new capital city, Toledo assumed control of both governments again until 1861 when they were transferred back to Cincinnati once more due to political differences between Toledo and Cincinnati over representation in Congress. The growth of reading communities during the late 1800s paralleled an increase in manufacturing jobs throughout much of eastern America during this time period- making Reading one of those towns which saw an increase in population as well as development around its core community square (the heartland section near downtown). Because there wasn’t really anywhere else for people within walking distance (or even driving range)of anything interesting or valuable outside of downtown), reading culture flourished along with it. Reading, Ohio is a city in the U.S. state of Ohio and the county seat of Licking County. The population was 21,402 at the 2010 census. It is located on the Scioto River in central Ohio. The first permanent settler in Reading was James Hance, who arrived in 1788 and founded what became Hanceville on the east bank of the Scioto River. In 1814, Reading bought from John Cline, land that lay between Cleveland and Akron on what is now Chardon Street. In 1827, Reading purchased from Josiah Gregg land extending along both sides of Trumbull County west to Defiance Heights (now Defiance Township) and east to Holmes Township. The city's plat was filed February 14, 1828 and it was incorporated as a town on March 10 of that year by an act of the General Assembly under terms provided for by law passed December 7th previous year vowing "to provide for its growth" On November 3rd 1865, during American Civil War (1861-1865), Confederate States forces burned down part of downtown Reading while Union troops were nearby; this destroyed most if not all buildings within blocks radius around what is now Perry Park Historic District which still stands today albeit with some damage done over time such as broken windows In 1907–1908 whenReading added new streets one block wide they built a water tower off Elmira Street just south of Market Street which still stands today
