In 1907, when Toledo-Lucas County became statehood via legislation passed by then-Governor William Jennings Bryan, all but one of Ohio's 21 rural districts were added to Toledo-Lucas County through annexation; therefore changes took place within both urban centers as well as rural areas which resulted in individual neighborhoods adopting more specific names such as Northside or Eastside for their respective wards or neighborhoods while other areas reverted back to their original name designation or simply retained their previous numbering sequence without any change whatsoever once statehood had been achieved.
