Naval Services in Norton, Ohio began in 1861 when the United States Government leased land at Portsmouth, Ohio for the construction of a naval base. The first Navy Yard was established on this site in 1864 and soon afterwards the navy began its operations at the new naval station. In 1870, Commodore David Dixon Porter became Commandant of Naval Dockyards and Naval Station Portsmouth. He also issued orders directing that all naval stores be brought to Portsmouth for storage and eventual shipment to American ports. This led to an increase in the number of civilian workers employed by the navy as well as an expansion of supplies available for use by the navy. In 1875, Commodore Porter ordered that all munitions be shipped from Portsmouth directly to American ports rather than being transported through British ports. As a result of these orders, there was an increased demand for munitions throughout America which resulted in an increase in exports from Portsmouth as well as tourism within Norton. In 1915, Commodore John J. Pershing assumed command of US Naval Forces Europe and directed a major expansion of US Naval Forces Europe including establishment of a fleet air arm to provide aerial support for allied forces during World War I. This addition significantly strengthened US Navy's ability to project power ashore while maintaining maritime defense capabilities across multiple oceans

Norton was founded in 1824 by settlers from Virginia and was named for George Washington Norton. The first permanent settler in Norton was David Purdy, who arrived in 1825. A schoolhouse and gristmill were built there within two years of each other. In 1830 a post office was established at Norton and remained in operation until 1975. In 1832 the town plat was filed and it became an incorporated village on December 14, 1832. The original name of the town may have been inspired by the Battle of Trenton (1776), which took place near Newark, New Jersey that year when American forces successfully drove British troops from their home territory following a three-day battle that ended with a British victory over American forces under General George Washington. Norton's growth continued during the 19th century as more families moved into the area; by 1860 there were over 100 residents living in Norton. By 1870 about 350 people lived there with about 200 businesses operating within its borders including nine banks and seventeen schools; most of these had grown out of earlier agricultural settlements dotting central Ohio counties such as Holmesburg (now Findlay) and Marietta (then known as Mount Vernon). In 1969, Norton became a part of the newly formed University Heights neighborhood within Cleveland. The first store opened in 1794 and the first post office was established in 1800. In 1810, George Norton donated land to make a town square and built a schoolhouse on it. In 1816, he donated another piece of land to make a small village. The following year, he donated money to erect a church and establish a school district. In 1819, he donated an acre of land to make a market square. By 1830, there were nine stores and twelve homes in the town. The population increased rapidly during this time and by 1840 there were twenty-one stores and thirty-six homes in Norton. By 1850, the population had grown to fifty-eight stores and seventy-four homes.
