The Newark National Guard was organized on December 15, 1912. The first unit activated was the 143rd Infantry Regiment which arrived in Newark from Illinois on January 1, 1913. On July 3, 1916, the National Guard Bureau created the 366th Infantry Regiment and assigned it to the Newark National Guard. The regiment arrived in Newark from Chicago on October 1, 1916. On November 12 of that year, General John J. Pershing announced his desire for a national guard division within United States Army forces and organized two divisions of infantry (the 369th and 375th Infantry Regiments) into a brigadier general's brigade headquartered at Fort Sheridan near Chicago. This brigade became known as the 541st Brigade Headquarters American Legion Post No. 9 in November 1918 when it was transferred to the newly formed 541st Division also headquartered at Fort Sheridan but with headquarters located at Camp Howard barracks east of Philadelphia until May 1919 when they were moved back to Newark once again under command of Major General John M. Rockefeller who had become Chief Executive Officer of The Jersey City Corporation). One reason why the National Guardsman have been so important during times of peace or war is because they are not subject to recall or mobilization like regular army soldiers are which can lead to them being called up for service without notice or explanation other than "you're needed here" without any opportunity for explanation or compensation should their service be required again soon thereafter. In addition, many NGU members have served as policemen or firefighters in events such as 911 attacks or natural disasters like Superstorm Sandy where their units were called upon to render aid and comfort including providing security and escorting stranded passengers onto buses after landfalling storms etcetera

The Newark National Guard was created in 1907 as a militia unit of the Ohio National Guard. The first battalion was organized on October 25, 1907 and served until 1912. In 1916 the organization became an regiment and served until 1922. The regiment was redesignated as the 9th Infantry Regiment in 1922 and served until 1934. In 1935 the regiment became a brigade with three battalions and stayed that way until 1942 when it became a division with ten battalions. In 1944 it became a corps with thirteen battalions and remained that way until 1957 when it reverted to a brigade again. In 1959 the brigade became two divisions (the 1st Division being renamed for General George Armstrong Custer) and remained that way through 1962 when it reverted to a battalion-sized division again (the 2nd Brigade becoming known as the Orange County Division). On May 1, 1963, following the activation of Reserve units in celebration of Dayton's centennial, both brigades were re-designated as Territorial Army Units No. 3 (now part of 10th Mountain Division). On July 15, 1966, following unification of all Ohio National Guards into one entity under Commander in Chief Harold L. Hoffman, both brigades were redesignated as Cleveland National Guard Troops #521(10th Mountain Division)). This unit has been continuously manned by members from Newark since its inception on October 25, 1907
