On November 15th 1830 NMDC(7) approved incorporation by vote of all members present including Burgoyne (New Franklins first mayor), Treasurer Jno Fenton (joint treasurer for 2 years), Dr John Dickinson (the first physician in town) & myself with full power to do all things whatsoever not prohibited by law or granted by our predecessors...
