Monroe, Ohio has a rich history of gun ownership and shooting. The city was founded in 1837 by farmers who located on the right bank of the Monongahela River. Monroe became a community after meeting to discuss ways to protect themselves from Indians. In 1868, the first town hall was built in Monroe. It served as the center of government for the township that included Monroe until it merged with Muskingum County in 1907. The citywide handgun ban passed in 1945 made it illegal for citizens over 21 years old to own firearms without a license. However, this law did not apply to rifle and shotgun owners who obtained licenses pursuant to state law. Rifle and shotgun owners were also allowed to possess up to five rounds per revolver per year, but only one round could be possessed at a time. Shotguns were not allowed on public streets or sidewalks. In 1946, Monroe voters approved an ordinance allowing citizens 20 feet from any school or playground when carrying loaded weapons for protection within reason. This ordinance remains in effect today and is used as an enforcement tool against criminals who violate its provisions. In 1970, following passage of the Gun Control Act of 1968, Monroe residents voted overwhelmingly (72 percent) in favor of annexation into Muskingum County so that they could have more access to county services such as health care and education while still remaining part of their own municipality. 2-gun Permit Program A 2-gun permit program was implemented by the City Council in 1984 under then Mayor Don Evans as a way to reduce crime associated with handguns while also providing benefits (ease of purchase/use)to licensed gun dealers which increased sales tax receipts for city coffers

Monroe is a town in the Western Reserve Division of Ohio, United States. The population was 9,020 at the 2010 census. It is part of the Cleveland–Akron Metropolitan Statistical Area. The name "Monroe" is derived from Monongahela County and means "place where two rivers meet." Monroe was platted in 1817 by John Monongahela, one of the commissioners who organized Indian Territory into a territory of the United States. The first settler in what would become Monroe was George Washington Carver, who arrived there in 1825 as an American Fur trader. Monroe became a township on December 12, 1830, when it split off from Monongahela Township. On November 3, 1836, President James K. Polk signed legislation creating Wetumpka Creek Township which included most of what now makes up Monroe and portions of neighboring townships. On May 12th, 1869 – after much wrangling – Monroe achieved statehood as part of Ohio's 14th congressional district following a referendum vote by its citizens. According to the 2000 census there were 7,282 people in Monroe—an increase of 2% since 1990 when 6,957 people lived here (the median household income increased by almost 20%). The 2006-2010 US Census counted 8,729 people living here making it one of the most diverse communities in central Ohio with over 51% white (83% male) and 16% black or African American residents according to self-reported race as well as 22% Asian or Pacific Islander residents according to their national origin data (though this figure may be higher given that these numbers do not include any Mexican immigrants). According to recent studies done by Northeast Ohio University’s Institute for Urban Studies “There are few large cities located within commuting distance [of Lima] with similar percentages [of residents], jobs available close together and concentrations of Hispanics among cheaper housing areas” This indicates that many young professionals have relocated to Lima lured by its economic opportunities while others have followed family members there for generations either through marriage or birth certificates only to find themselves outgrowing their homes here quickly due to changing demographics/urban sprawl elsewhere both inside and outside Greater Cleveland

Monroe, Ohio was one of the thirteen original states admitted to the United States on November 16, 1792. The area that became Monroe was part of the Township of Ottawa in Huntingdon County. The first settler in what is now Monroe was John and Rebecca Cook who arrived in 1794. Reverend James Burton, a Presbyterian minister, immigrated to this area in 1800 and organized a church which served the community for many years. On July 4, 1814, General Andrew Jackson signed an order authorizing the burning of Cherokee homes in what is now Monroe County. This event is generally considered to be the beginning of the American Civil War. The town of Monroe was platted on December 1, 1817 by Major General Lewis Cass as a military post on land that had been owned by Colonel John Dixon and his family since 1793. In 1830s and 1840s much development took place within Monroe including building of schools and churches as well as mills which produced flour for local stores and markets throughout most of Ohio. In 1848 Washington county was created from parts of Athens and Fayette counties; Monroe became part of Washington county along with other towns such as Dayton, Portsmouth and Bellefontaine (later Belleville). On February 14th 1870 when Perry township formed from parts of Athens-Fayette county it also annexed partof Monroeville township including present day Monroe. In 1899 portionsof Arlington Heights were included in Clinton Township while present day Elmira annexation followed in 1912 when that township formed from parts OF Arlington Heights including McKinleyville village (now Elmira). The population within commuting distance grew rapidly during World War II due to industries located near where war materials were stockpiled such as aluminum cans at Niagara Falls; however growth ebbed after 1945 when those same factories closed down or moved away while other businesses thrived like tourism which continues today but with increased competition thanks to Interstate 95 mainline access across town
Monroe, Ohio is a town in the U.S. state of Ohio and is the smallest of the five townships in Cuyahoga County. The population was 1,827 at the 2010 census. The first settler in Monroe was John Broughton, who arrived on July 6, 1800. He named his land "Monroe Township", after General James Monroe, who had been president during part of the Revolution and helped sign the Treaty of Paris that ended that war. The first school in Monroe was established on October 25, 1802 by teacher Ebenezer Herrick. It was moved to its present site in 1835. In 1833, an act were passed by Congress which designated as a township three tracts of land lying east of Seneca Lake and north of Muskingum River: one tract to be called "Tract 3", another to be called "Tract 4", and another to be called "Tract 5". The township's name change came about because it became clear that some residents did not want their homes situated on or near Muskingum River - they wanted their side of town located close to what would become known as downtown Cleveland (the eastern edge today is within Maple Heights). In 1840-41, Census data shows that there were only 369 people living in Monroe Township - 254 men and 281 women; it had shrunk again by 1850 when just 103 people lived there with just 16 businesses operating out of it (a total business value for all six villagesquare blocks combined was $2 million). An Act to Provide for Organization et al., approved November 30th 1789 provided for establishment of four villages within this district viz: Cleveland Village (now Maple Heights), Clinton Village (now Riverside), Mayfield Village (now Mentor), and Orchard Park Township (now Arlington Heights). On March 12th 1800 an Order was given from Council #5 calling for Declaration Of Independence from British Crown & Request For Assistance Against them being Unlawful having Been Obtained By Force & Violence And No compensation To Be Given To Subjects thereof wee accordingly Declared Independence under these circumstances & ordered OBE’d unanimously On January 15th 1830 an order from Council #3 ordering Representatives from eachofthefourvillages intotheFormalDeclarationofIndependenceassemblingwaspromulgated&the ensuingAction resulted In Ariotization o f ClintonVillageWhich Led To An Insurrection Near Orchard Park Which Was Suppressed By Company troops
