The history of the Loveland Police Department began in 1892. The department was organized as a part of the Cleveland force and was staffed with two officers. In 1914, the department absorbed the Loveland Municipal Court and became its own agency. The first patrol officer was hired in 1916 and the first detective in 1922. In 1938, the department merged with the Plainfield Police Department and that same year, it opened its own station at 6th Avenue and North Main Street. The next year, police officers were given radios to help them communicate with other departments. In 1945, an annex was built on State Road 100 north of town to house additional equipment and headquarters for the department. By 1951, there were twenty-one patrol officers and six detectives assigned to Loveland. On July 1st of that year, Detective James Fenton was hired as captain of the department and Patrolman William Kappenbach became his assistant. In 1960, LPD changed its name to “Loveland PD”

Loveland began as a small settlement on the banks of the Licking River in 1836 and grew rapidly after it was designated as the seat of county government in 1845. The town was incorporated by act of General Assembly on July 1, 1868. In 1916, Loveland became home to both an air force base and a steel plant operated by United Steelworkers Local 726. Loveland is a small town in southeastern Ohio, about 25 miles (40 km) southeast of Dayton and 50 miles (80 km) northeast of Columbus. The population was 9,812 at the 2010 census. Loveland is part of the Dayton-Marion County Metro Statistical Area. The name "Lofton" was given to the town by General Israel Putnam in 1814 after he saw alogies on a high mountain near the town. The first settler in what is now Loveland was Nicholas Pevsner who arrived in 1795 and built a cabin on the east bank of the Scioto River. In 1801, John Day platted what are now Loveland, Seymour and other townships along with land for roads and schools within his donation to the state of Ohio. He named one side of his donation Township #1 (later renamed Seymour). A post office called Lofton was established in 1803, and remained in operation until it closed in 1903. In 1825, James Turner bought a parcel of land from John Day which included present day Loveland township and parts of current-day Seymour township as well as today's Scioto Valley area. Today's Turnersville lies just south of where James Turner located his home today on State Route 422. During this time there were few settlements within present day Loveland Township; most settlers came from nearby Dayton or Marion County.. What followed during these early years were some highly charged political times that impacted many communities across central Ohio including those located around Lofton especially during President Andrew Johnson’s “War on Poverty” era when federal funds were scarce to help struggling families receive basic necessities such as food stamps while also seeking social justice through mass arrests/prosecutions targeting African Americans throughout America’s deep South resulting in more than 1 million lost lives or community displacement between 1865-1974 inclusive…Today much has changed but much remains profoundly American including an intense focus on quality education opportunities available hereabouts with both private & public institutions offering excellence at all levels & beyond !
On December 6, 1814, the first permanent settlement in what is now Loveland was made when a group of Ohio farmers led by James K. Polk founded the community on a tract of land that they had purchased from the Scioto River Indian tribe. The first settler in Loveland was John Dolan, who arrived in 1815. In 1819, General Zebulon Pike discovered and named the area where Loveland now stands after his survey of the region.
