A post office called Higginsville was established in 1827; it closed operations with no letter received from its sender In 1835, settlers George Waddell and James Harker moved to Hilliard from Dublin, Ohio and named their new town Harker Heights after themselves. In 1836 John G. Hilliard founded the town on land that he had purchased from Scioto Township for $2 per acre (equivalent to $ ). He named it after himself because he had been inspired to found a settlement by watching British Admiral Sir Hugh Allan’s landing at Scioto Bay on November 3, 1815 (). The first buildings were erected within three years of incorporation: a schoolhouse, gristmill and storehouse were built between 1840 and1843; a church was completed in 1845 (); an hospital opened in 1865 (); and a water tower/laboratory was completed in 1870 (). The first street name given to the community by Mr. Hilliard (later changed to John G.)was Prospect Street which runs alongacus north of Center Street today

Hilliard has been home to many newspapers and broadcasters over the years including WNEP-TV (now WKRC), WMUR-TV (now WHIO), and KOSI-TV (now ABC11). Hilliard was founded by a group of Methodist Episcopal missionaries in 1827. It became a hamlet in 1836 and then a town in 1851. The first store opened on Main Street in 1851. A post office called Hilliard was established in 1857, and remained open until it was discontinued in 1906. The first settler to come to Hilliard was George Hinson. He arrived with his family from Lancaster County, Pennsylvania on July 8, 1827, and built a cabin on the east side of Main Street. Other early settlers were John Sellers, James Fenton and Nicholas Bemis. Their homes are still standing today: Fenton's house is on West Main Street and Bemis' house is on North Market Street. In 1840, William Hinton came to Hilliard from Scioto County Indiana with his wife Eliza Jane Cooks Hinton and their five children; he owned one acre of land for each child they brought with them when they Came to America wagon train May 9th 1840 In1853 GEOFFREY HARVEY set up business as Dry Goods Merchant at corner of High Streets
