Garfield Heights is a city in Cuyahoga County, Ohio, United States. The population was 18,711 at the 2010 census. It is part of the Cleveland–Akron Metropolitan Area. Garfield Heights is home to The Garfield Heights School District and it is also the birthplace of American comic strips creator Bill Watterson. Garfield Heights began as a small settlement on the east side of what are now Park View Road and Meridian Avenue in 1901. By 1905, there were several stores and two homes in the community. In 1911, local farmers established a school for children in the community which became known as The Garfield Heights School District. Hired as teachers were such luminaries as Will Rogers and Winifred Smith (daughter of Cleveland mayor James Tompkins). A fire destroyed most of the surrounding buildings in 1922 but not before Savings & Loan Association No. 2 had been founded within minutes of each other on Park View Road by Rufus Wooters and his wife Lillian (née Neely) Wooters; this store would become one of Garfield Heights' first businesses significant enough to be mentioned on its official records. The city's population reached 25,000 by 1930, when it incorporated as a town under the name "Garfield Heights." During World War II, many residents served in military units located nearby; few citizens remained within town boundaries during that time period because they could have easily moved to another part of Ohio or America if necessary due to wartime rationing restrictions. When peace returned after hostilities ended in 1945, many residents chose to move back into their original neighborhoods rather than establish new ones outside their homes borough limits again during an era characterized by postwar growth Rates well beyond anything experienced since then – up until that point any municipality over 10 thousand had averaged only twelve percent per year real-time pretax growth from 2000 thru 2009! On January 1st 1948 everything changed with enactment into law by Governor John Connally creating Ohiopolitan Township which encompassed all or portions of seven municipalities including Garfield Heights: Canonsburg Township eastward to Ironton ; Grosse Pointe Village westward to Euclid ; Highland Park northward to Lyndhurst ; Plainwell southward along annexation lines set forth by Toledo postmaster general Arthur Kapp (the final piece being Parker Township annexed adjacent thereto just prior thereto); Erie Creek Valley eastwardly through Glendale Avenue thence northerly through Orchard Driveathomegate village unto South Euclid Boulevard whereupon Erie Creek Valley terminated aforesaid becoming North Euclid Boulevard . With these changes came increased government control over township finances which led eventually – although less dramatically –to increased municipal services Provided thereby increasing tax revenues Available for expenditure across all seven municipalities sharing an equal percentage thereof with township coffers .. This process has continued uninterrupted ever since with township elected officials managing services more effectively than ever before while still sharing budget responsibility equally between them all .. From 1950 thru 1960 average real-time pretax growth rate ranged from 12 percent +/- 0.5 percentage points annually averaged over these five years inclusive .. Although reading trends crept up slightly thereafter beginning around 1970 however rates have plateaued trendually at about 8 percent +/-0:1% annually .. Between 1990 thru 2000 median household income decreased approximately 20 percent (-$21k/-$53k) while employee compensation decreased approximately 25 percent (-$27k/-$69k) relative to same period three years earlier’; nonetheless payroll employment rose (+2%) Relative To Same Period One Year Earlier’ . All told consistent annualized municipal spending roughly equals pre-recession levels plus 3 percentage points (.8x+3% = 11 percentage points), resulting in overall consolidated taxable personal property value remaining essentially unchanged from 2005 thru 2009 despite YoY nominal GDP declines [-10%]*[1]*. Garfield Heights is a community in the northwestern part of Ohio, United States. The population was 25,471 at the 2010 census. It is named after American President George Washington's nephew and son-in-law, Benjamin Franklin Garfield. Garfield Heights was founded in 1836 by John Witherspoon and his wife Lois Boudreau Garland. They were among the first people to settle there. In 1851, they formed a town corporation with other pioneers and named it for their nephew and son-in-law—George Washington Garfield. The community grew rapidly during the 1850s due to its natural resources, including coal, lumber, wheat fields, and oil wells. By 1870, it had a population of over 100 residents. During World War I (1914–18), Garfield Heights became an important military base because of its location on the Western Front near Cleveland City Hall. The city hall was used as a command post for Allied forces fighting in Europe until 1945. Afterward, most of the war-related infrastructure was abandoned or dismantled; however, some remains such as artillery pieces still stand today in various locations around town. In 1970–71, Garfield Heights experienced one of its most significant changes when it merged with nearby Mayport Township to form Mayport/Garfield Township Combined Statistical Area (CSA). At that time muchHSM growth came from new single family homes being built along State Route 7 which linked both towns together geographically while also bringing jobs toboth communities through Carrier Corporation’s plant located just east of town across SR 7 from which HSMs were exported all over America
