In 1849, Elyria became a city and its first mayor was John Tilton Browning. In 1870, Elyria annexed what is now the north side of town from Wauseon Township to form a new city government. A fire destroyed most of the downtown business district on October 3, 1886; however, as a result of federal funds offered to help rebuild it, the rebuilt district reopened on November 15th with newly designed buildings that are still visible today. On January 1st 1902 Mayor Harry Fenton surrendered power to Cleveland City Council after only three months because he disagreed with their decision not to annex part of Wauseon Township into his city Limits referendum campaign promise made during their inaugural meeting one month earlier In 1907-08 Cleveland built an expressway through Hardin County called I-275 which cut off much of rural life from downtown Elyria giving rise to complaints about "the ring road". Traffic reached 100 mph (160 km/h) on some sections near downtown and people living there had no choice but to leave if they wanted to get around traffic congestion or see anything other than factories and farms beyond Interstate 275's perimeters The following year Everett Grieve took office as mayor after winning a special election against incumbent Harry Fenton Grieve announced plans for creating more park space throughout town including developing land east of I-275 between US 422 and 440 then south along state Route 518 before turning west onto State Route 421 He also increased funding for public libraries by $5 million over four years starting with $1 million for construction beginning in Fiscal Year 2003–2004 followed by an additional $10 million annually until 2006–2007 On December 5th 2007 after being elected Mayor Time Warner Cable Communications Incorporated announced it would close its fiber optic lines within 10 miles (16 km) of downtown instead using microwave technology providing internet service without any cords or physical connection between customer homes and their telecommunications providers
