East Liverpool, Ohio is a city in the U.S. state of Ohio and the county seat of Holmes County. The population was 11,531 at the 2010 census. It is located in central Ohio on the Scioto River and has a humid subtropical climate (Köppen climate classification Cfa). East Liverpool was founded in 1814 by General James Wilkinson as an outpost on the Scioto River for British settlers who were fleeing American revolutionary fervor. The town's name is derived from its location on the eastern side of what is now Holmes County, opposite present-day Warsaw, Indiana. The first Europeans to arrive in East Liverpool were white United States citizens who had fled during the French and Indian War (1754-1763). They were led by George Rogers Clark and Major John De Witt, both of whom had fought against British forces under George Washington while serving with General Forbes’s Brigade at Battle of Fallen Timbers in 1763. In 1814, General Wilkinson named East Liverpool after him because it was then only a small village along the Scioto River. A few years later, he built a sawmill here that became one of America's most important early businesses. After American independence was declared in 1776, many Patriots made their homes here including signers of the Declaration of Independence such as Samuel Adams and John Hancock; however, many Loyalists also settled here following Britain's victory over America at Saratoga Springs that summer. By 1800, there were about 1,000 people living in East Liverpool according to Hamilton Census records In 1824–1825 Captain Fenton Hodge established a trading post on what is now known as State Road 3 near today's US Route 20uzicka Boulevard which served as a staging ground for Wabash & Erie Canal traffic coming downriver from Buffalo and Cleveland respectively As part of efforts to attract more settlers to eastern Ohio during Canfield’s Harrison administration (1827-1829), land speculators began purchasing parcels east of town along Pennsylvania Avenue beginning around 1830 until entire neighborhoods east of Main Street were developed between 1840 and 1850 This area became known as "the Distinguished District" due to its high concentration especially among landowning families who purchased large tracts throughout this period By 1860 there are references to “EastLiverpool Township” appearing on deeds dating back to May 26th , 1836 However township status wasn’t granted until November 15th , 1863 when Judge David Duryea signed an act creating Holmes County outgrowth from portions northeastward lying within Clarkstown Township . After becoming an official part of Holmes County limits it took its current form – Eastern Lucas Township - on July 1st 1893 when Judge Charles Purdy certified results from local elections . At that time there were just 5 families residing within our boundaries making it one Of The Most Rural Counties In Ohio !

It became a city on July 1, 2006, from portions of the former Portsmouth Township. The population of East Liverpool increased to 479 by the 2010 census, making it one of Midwestern United States' fastest-growing cities over that period. The history of East Liverpool can be traced back to 1795 when a group of people who were known as "the Pioneers" arrived in what is now East Liverpool after fleeing religious persecution in their homeland in Hungary. They founded an agricultural community called Scioto Town just east of present day downtown (now part of North Canton). In 1814, they sold their land and moved to what is now Portsmouth Township where they started a new town called West Point on high ground near today's Old Lebanon Cemetery (now part of Northeast High School). The first post office was established in this town on December 12, 1814. In 1870, James Fenton bought 10 acres(24 ha) northeast of town for $150 and began developing what would become Fentonville into a small village with 14 homes/acres and 2 churches/houses.
