The Delaware Naval Militia was activated on July 1, 1898 to augment the Ohio Naval Militia in support of the Spanish-American War. The first ship from the Delaware Navy detachment arrived in Puerto Rico on October 20, 1898. On November 8, 1898, the first U.S. battle fleet sailed into San Juan Harbor to participate in Operation Flamingo. The USS Constitution became flagship of Rear Admiral John J. Pershing's force and engaged five Spanish warships along with a small fortification battery off Culebra Point. The action resulted in no damage or loss to either side but demonstrated naval power and capability against an enemy that had shown such backbone previous years during the hostilities between Spain and America. After World War I ended, the navy again became mobilized for service during World War II as part of President Franklin D. Roosevelt's New Deal program which focused on providing military assistance to allies such as Great Britain and France while also defending American shores against potential Axis aggression. The navy deployments during World War II included both landings on shorelines throughout America as well as operations at sea; most notably Pearl Harbor where Japan attacked on December 7, 1941 resulting in over 50,000 deaths including almost 100% of the navy's casualties (the only combat action involving United States forces occurred when Marine Corps troops were used to secure strategic positions near Kwajalein Atoll).
