The city was founded in 1800 by James Caldwell and his family as Caldwellsville, after they moved from Maryland to a farm on the Scioto River near what is now downtown Bedford. In 1811, Caldwell's brother-in-law John Todd acquired land east of town and called it Toddstown after him. The City of Bedford was incorporated on December 3, 1837, from parts of Medina County and Athens Township (now Defiance Township). The first mayor was Samuel Hays. In 1886, Bedford became one of two cities in Ohio to issue its own money supply; the other being Cleveland. On November 2 that year, Mayor George Washington Woodruff dedicated a bridge over the Scioto River connecting Bedford with Cleveland which is still in use today as an artery for trade between those two cities today!
