The community grew rapidly because it was located close to two railroads and on a navigable stream. In 1827 the town bought from the Indian nations three miles (4 km) of east-west highway which became known as Elmira Road. That year also saw the opening of an important business district around Bedford when several stores opened up along Elmira Road and within walking distance of each other. By 1830 there were over twenty businesses in this new district which included grocery stores, brickyards, flour mills and tanneries. The Stephens family ran one of these stores until 1863 when it was taken over by John Derryn Hulbert Jr.. In 1898 Gertrude Ewing purchased Hulbert's interest and continued to run the store until her death in 1954; she was Burton Hulbert's great aunt.
