The National Guard has been a part of the United States for over 175 years. The first unit to be organized as a national guard was Company D, 2nd New Hampshire Regiment on July 25, 1837. The organization of the regiment was made possible by President Andrew Johnson's signing of the Morrill Act which provided for an National Guard to be manned and equipped with rifles and artillery in case of war with Mexico. In 1861, the 1st Rhode Island Regiment became the first regiment to serve in Confederate States Army during the Civil War. After the Union victory at Gettysburg, many units were disbanded while others continued to serve through Reconstruction. In 1934, Congress passed act authorizing establishment of military districts within each state and required assignment of battalions or companies (less than 100 men) from each district to state organizations called National Guard Bureau for service in any civil disturbance or emergency declared by federal authorities. These commissions were known as commando corps and were used mainly for law enforcement duties but also participated in parades and other patriotic events. On November 15, 1960, President John F Kennedy signed into law "National Guardsmen Act Of 1961" which increased funding levels available to states thru Military Department Appropriations Acts and changed name from Commandos To Reserve Officers' Training Corps (ROTC). On December 3rd 1961 it was announced that 84% of all active duty officers had completed their basic training including those who served with ROTC since 1935 when it began as a military program designed primarily for officers cadets who wished to become commissioned officers in order to provide security services across country following World War II. On October 9th 1968 Martial Law was declared due to riots breaking out throughout America caused by Watts anti-police rioting campaign led by Black Panther Party member Huey Newton Jr.. Over 60 people died as a result of this peaceful protest against police brutality during what is now termed "The Rodney King Incident". This event solidified militia recruiting efforts among young black men across America and led directly theretoin 1969 when President Richard Nixon proclaims Attorney General Elliot Richardson head thereof Investigations into incidents involving members or supporters of Black Panthers
Avon, Ohio was founded in 1814 as a small town in the present-day southern portion of Lake Erie. By 1824, Avon had become a major transportation center for the region thanks to its location on the Great Lakes. The town's growth continued into the 20th century, and by 1954, it had reached its current size. Avon is home to a number of notable historical moments dating back to its founding. In 1814, when Ohio became a state, Avon was one of the first towns to be incorporated. It remained an important community until after World War II when it lost much of its economic importance due to suburbanization and other factors. Despite this setback, Avon has been through several iterations since then that have helped make it an interesting place to live and work today. One such event was when the city annexed neighboring towns in 1957 in order to form a more centralized government entity. Avon, Ohio is a city in the U.S. state of Ohio and the county seat of Clermont County. As of the 2010 census, Avon had a total population of 72,521, making it the third most populous city in Clermont County after Dayton and Cincinnati. The city was founded by settlers from East Liverpool, England in 1813 as part of the Shawnee Nation settlement near present-day Akron. In 1837,Avon became a town with a schoolhouse and one store. In 1868, Avon was designated as the capital of Clermont County when it was separated from Lucas County. The first government building in Avon was an log cabin built by John Payson in 1868. From 1870 to 1880, Avon had four dry goods stores and two grocery stores before becoming an industrial center with textile mills such as Horseshoe Mills and Girdler's Mill until World War I when production shifted to munitions production due to new technology developments during that time. The war led to significant unemployment for many residents which caused them to leave town for work elsewhere in Ohio or other states until they could find new opportunities again during peacetime times; however some residents did return during wartime years when demand increased for military materials such as aluminum cans made from lead or zinc sulfate used for paintball propellants). After World War II ended there were no major industries left operating in town so much manufacturing has stopped since then save for some light industry located around Interstate 71 on the west side of town which does not generate any jobs During recent decades, avon has experienced growth due largely to its location within an active college community: Ball State University (the largest university within 25 miles), Cleveland State University (a large research institution), and Kent State University (a small liberal arts university).
