The police department in Mandan, North Dakota, gift history dates back to 1903. The first policeman in the town was Captain John Browning, who served from 1903-1907. From 1907-1914, Captain James Fenton served as the town's first police officer. In 1914, Mayor George Prentice appointed Constable A.J. Sievers as the town's first full time policeman. Constable Sievers served until his death in 1951. From 1951-1963, Sergeant Walter Custerserved as the town's second full time policeman and also worked part time for the Fargo Police Department. On October 24th of 1963, Sergeant Custer was honorably discharged from service with a distinguished record of heroism during a protest against racism in Fargo that ended with two officers being killed and six others injured. Following Sergeant Custer's retirement from service on December 1st of 1983, Assistant Chief Denny Wiggins assumed command of the Mandan Police Department and began working part time for the department while he continued to serve as chief of staff for state government at Bismarck State University where he had been employed previous to his appointment to lead Mandan police department. Assistant Chief Wiggins retired on September 30th of 1992 effective upon which date Superintendent Warren Lunsford took over command of the department underemergency situation policy effective October 1st following an unstable budget situation faced by city services throughout much of 1991 culminating into February 22nd when riots erupted within city limits after citizens were refused access to water truck due to lack thereof; these riots became known as 'The Good Friday Riot' In March 1995 Superintendent Lunsford resigned due to health reasons after eight years leading Mandan Police Department; however Deputy Chief Darrell Kriegs assumed interim command effective April 2nd pending selection by Governor David Heinemann who placed Kriegs on permanent duty on May 10th following recommendation by Board Of Commissioners chairwoman Donna Sheahan along with input from Sheriff Donny Olson; Kriegs was reappointed captain effective July 8th following resolution passed by City Council creating position in place for deputy chief should original incumbent be unavailable or resigning for any reason including illness or death

As time went on more elaborate pep talks were given such as this one: “On April 15th 1918 Officer Charles Waddell received his own OFFICERS PEPPER JUMBON which included 24 copper coins each weighing 2-1/4 ounces with designs such as ‘CHIEF JUSTICE OF NEW YORK CITY’ engraved on them!.. On December 14th 1936 Police Sergeant Floyd Denny received his OWN OFFICERS PEPPER JUMBON which included 100 copper coins each weighting 3-1/2 ounces with designs such as ‘POLICE SENIOR COMMANDER’ engraved on them! And finally On January 16th 1951 Police Constable Tom Maher got his VERY OWN OFFICERS PEPPER JUMBON which included 2400 copper coins each weighting 5-3/4 ounces with designs such as ‘POLICE CORPORAL’ engraved on them! .. Mandan has had its share of political upheaval over the years due to its location on tribal lands as well as oil production nearby. However, through all of this, it has remained a culturally rich community with strong ties to its Lakota/Sioux heritage. Today,Mandan continues to play an important role in both local and national culture by hosting various cultural events as well as serving as home for various museums and galleries throughout the year.
