Grand Forks is a town in North Dakota, United States. The population was 5,083 at the 2010 census. It is the county seat of Grand Forks County and home to the University of North Dakota. The site where Grand Forks now stands was inhabited by the Sioux people for over two centuries before they were forced out by US Cavalry in 1876. The city was founded on July 4, 1889 by Warren A. Harding as a result of his presidential campaign promise to make it the capital of Montana Territory. In 1898, gold was discovered in what is now northeastern Grand Forks and led to an influx of visitors and businesses that helped drive growth in downtown GrandForks until World War II when war production diverted attention from town. During World War II, many new buildings were constructed in downtown GrandForks such as Fort Richardson Army Airfield which became one of the largest airfields in North America after opening in 1942. Downtown redevelopment continued through the 1950s and 1960s with downtown becoming more commercialized with multiple movie stars and other celebrities often visiting during this time including Elvis Presley who recorded several songs at Fort Richardson AFB during this time. As interstate travel increased throughout North Dakota through the early 2000s, downtownGrandForks began to dwindle as development moved out into adjacent rural areas leaving little connection between older buildings located near Interstate 94 and newer structures located along 2nd Street NE (formerly 3rd Street). In response to this trend, City Council voted on August 12, 2002 to create a district within grand forks electoral boundaries called "Downtown District", which would include all buildings south of 1st Street NE between Rucker Avenue NW and Broadway Avenue NW (excluding any structures within Downtown District boundaries that are used for business or residential purposes) while still allowing access from those east-west streets pairwise into districts across grand forks only; this change allowed businesses north of 1st street NE access into districts across grand forKS while still providing access from east-west streets pairwise into districts across grand forkes only inside Downtown District boundaries. This measure passed with 43% support among voters living WithinDistrict borders while 62% support outsideofDistrict Borders; thus creating a district mainly composed of businesses south of 1st Street NE between Rucker Avenue NW and Broadway Avenue NW without having any impact on business access or residency within District Boundaries
