After British forces captured Fort Duquesne on October 14th., 1775, General George Washington ordered Admiral Rodney to convoy supplies to Philadelphia through Wilmington provided it remained unoccupied by British troops. This action prevented British forces from using Philadelphia as their winter headquarters and allowed Continental Army units to move rapidly southward towards Yorktown without getting supply line cut off or lost terrain along the way. In 1801,Congress passed an act which designated Wilmington as one of five ports within Delaware open to commerce with Great Britain under President James Kenedy’s “trade promotion act of 1802” – this act enabled American merchants access to what were then closed European markets during wartime hostilities against France and Spain). As part of this effort, Mayor Jameson built two warehouses on High Street near present day Market Square – these warehouses served as business areas for local merchants until 1906 when high water levels caused them to be destroyed and replaced by City Hall (the current building). During World War II, Wilmington was one of over 10 cities located within the Naval Operating Zone established pursuant to National Security Act Section 620(b) which authorizes naval gunfire support operations ashore while enemy landings are being made or imminent
