The town of Rocky Mount was founded in 1819 by Captain John Fayette and his wife Esther Ballingdon. The USS Constitution arrived in Rocky Mount on January 15th, 1822 and served as a flagship for Commodore James Kenedy during the First Seminole War. In 1861, Confederate General Robert E. Lee ordered Admiral Porter to blockade Charleston Harbor so that the Confederate States of America could build warships there instead of using Shipbuilding Yards in Norfolk, Virginia. When Union General Ulysses S Grant invaded Virginia in April 1862, he blockaded Norfolk and Charleston Harbors while his army marched through South Carolina and Georgia into Alabama. On May 10th, 1862, Admiral Porter ordered Rear Admiral David Dixon Porter to open fire on Fort Sumter in order to prevent it from falling into Confederate hands. In 1865 when Reconstruction began in America following the Civil War, most of Northern Africa had become a part of Italy under King Victor Emmanuel II after their victory over Austria at Agincourt. As a result of this war-time alliance between Italy (the United Kingdom’s ally) and France (the French ally), both countries needed materiel for their military campaigns against each other’s respective allies across Europe so they pooled resources together to create an industrial structure called Littoral Commande d'Aquitaine (LACC). LACC would manage all supplies for both Italian forces fighting Allied troops along the Mediterranean coast from Tripoli to Tunis – as well as French forces fighting Austrian troops along Hungary’s border with Serbia – as well as provide logistical support for any combined military action taking place outside Italy or France within those borders. Navy gifts were one way that LACC managed its resources; some of the earliest naval items purchased by LACC were rifles donated by American artillery officers who had deserted during the Civil War.
