The New York Navy Department was established on December 12, 1794 as a result of the Treaty of Paris after the American Revolution. The department became known as the United States Naval Forces in Europe in 1801. On January 8, 1898, President William McKinley signed a bill creating the U.S. Coast Guard and changing its name to the National Oceanic and Atmospheric Administration (NOAA). In 1916, the navy decided to convert its older battleship USS Maine into a training ship for future admirals. The ship was renamed USS Constitution in 1922 and served as part of NRHPUSS Constitution Museum from 1922 until her decommissioning in 1986. She is now preserved at Mystic Marine Park along with numerous other warships from America's naval history

White Plains, New York is a small town located in central Upstate New York. The population was 26,752 at the 2010 census. It is the largest community in Putnam County. The first white settlers arrived in 1795, and by 1825 they had built a small log cabin on the present-day site of White Plains. The town was founded as a hunting and fishing village named after Captain John White and his family who found it while traveling between Albany and Schenectady on their way to purchase land from the Mohawk Indians. The first post office was established in 1827, but it soon became apparent that there were not enough residents to support a mail service. In 1830, two men donated 5 acres of land east of what is now Main Street for a new post office which would become known as White Plains Station. However, when this new station opened its doors it quickly became evident that there were also no residents living closer than 10 miles away – so the name "White Plains" was chosen instead (the first letter of each word being "place"). In 1833, James Purdy set up an inn called The Ancient Oak which became one of the most popular spots for meals in White Plains during wintertime due to its warm atmosphere and excellent scenery outside. One account written about this inn says: Purdy's establishment enjoyed great popularity until fire destroyed it December 4th 1834 [in what is now Skokie Park]. A few years later another inn called The Starlite Inn operated successfully for several years before becoming insolvent in 1840 claiming debts totaling $2,000 from customers who had failed to meet their dining restrictions or pay their rent on time. On October 8th 1861,[when] Union soldiers under General George McClellan marched into Washington Heights opposite Fort Washington and began shelling Old Troy[old Dutchtown], resulting in over 100 civilian casualties including 15 women and nine children playing near where Presbyterian Church stands today…. This event forever changed White Plains with its view looking down upon downtown Manhattan….. Although many people thought that bombardment would clear out any remaining rebels or snipers located around town square they did not anticipate such an extensive damage done to both buildings causing them to stand士 until 1865 when Revolutionary War era cannons finally ceased firing
