The Watertown Naval Shipyard was founded in 1845 by Commodore Oliver Hazard Perry as the first naval shipyard in America. The yard built wooden ships, including the USS Constitution and USS Maine. The navy used the shipyard until 1865 when it closed due to lack of funds. In 1898, the navy reopened the Watertown Naval Shipyard as a dry dock. It built submarines, planes, and missiles during World War II. The yard was closed again in 1988 due to budget cuts.
Watertown, New York is a town in Sullivan County, New York, United States. The population was 21,831 at the 2010 census. It is part of the Buffalo–Niagara Falls metropolitan area. Watertown is one of two towns in Sullivan County and is served by the town's two schools: Watertown High School and Watertown Jr./Sr. High School. The other town, Oneida Island, merged with Elmira in 1911 to form one municipality. The first settlers in what became Watertown were Dutch colonists who arrived there in 1624 under the leadership of Hendrick Van den Berght. In 1786-87, William Tryon founded a small post on what would become what is now Main Street and named it Greenville after his father General James Tryon (1730-1805). On November 12, 1796, US troops under Colonel John Potter burned down Tryon's house as part of an effort to quash Indian resistance against British efforts to take over Canada from France. In 1802 Alexander Hamilton moved from Albany to begin his political career as a state legislator in Erie County and began work on a road from Buffalo through western New York into Ontario county; he named it after himself – Hamilton Road – which eventually became I-380 (the modern route between Buffalo and Niagara Falls). He also included land that would later become Watertown in the original survey for Hamilton Road. In 1814–15 George Stephenson built the first steamboat landing on Niagara River just downstream of present-day Main Street where he built a private dockyard for his enterprise called Kingston Landing Canal Company Limited out of which developed much later Waterloo Lock & Navigation Company Ltd., based at King's Landing Marina on Lake Ontario near Toronto

These vessels would then be delivered into service within ten years after entry into service without any payment being owed thereto to their respective nation's government owners/operators! That said some controversy surrounds these transactions as it became apparent that certain vessel types were not being purchased as expected due to political unrest or economic crashes etc.; however no replacements were ever ordered nor delivered!
