Suffern, New York is a town in central New York state. The population was 7,835 at the 2010 census. It is the county seat of Albany County. The first people to live in what is now Suffern were the Mohawk tribe. The first white settlers arrived in 1795 and founded the village of Geneva by hiring an Indian guide to take them there from Schenectady. In 1807, they founded Suffern as part of a larger settlement on the Mohawk River called Oneida and named it after their patron saint, Saint John Fisher. In 1814, General James Wilkinson drove the British out of Canada and into New York; he renamed Suffern after himself for his victory over this army at Battle Creek Bridge near Detroit, Michigan on July 10 that year. The village became part of the United States when it was admitted as a state in 1821. During World War II, suffern served as one of two sites where Japanese Americans were held during World War II –the other being Auburn Hills, Michigan –and many Civilian Conservation Corps (CCC) projects were done here such as creating ditches and planting crops while also providing housing for American citizens who had been interned during or immediately following Pearl Harbor attack on December 7th 1941. In 1957,suffern became home to Cornell University’s Ithaca campus when Ithaca College moved from Utica to become chartered by Cornell University in 1898 under its new name: Ithaca College–USA (ICU). ICU continued to operate independently until becoming an affiliated institution with Cornell University in 1965 when all colleges at Cornell University were merged into one large university system known as “America’s largest college system” which included SUNY/Cornell (later State University of New York), Buffalo State Teachers College (now Hunterdon Community College), Binghamton University (now Binghamton University School of Medicine & Dentistry), Elmira College (now Elmira Area Vocational-Technical Institute), Cortland Colleges (now Seneca Valley Community College), Alfred State Normal School (later Alfred State Technical Institute) and Ulster County Community College until unification into one entity known as “New York State's largest community college system” effective January 1st 1969 pursuant to Executive Order 13513 issued by Governor Nelson Rockefeller on October 6teenth that year which designated SUNY/Cornell as the only school within this newly created system desiring affiliation with any other university or group thereof thereby rendering each individual institution self-governing and semi-independent status quo suspended pending review relative to constitutional issues raised by institutions not affiliated with NYSU/CUNY regarding collective bargaining rights pursuant to provisions governing these matters contained herein NOTE: Prior thereto each individual institution had been allowed self governance through collective bargaining processes governed by provisions governing these matters contained herein provided each individual institution possessed appropriate faculties requisite thereto ANDeach individual Institution possessed financial resources adequate thereto TO PROCEED WITH A PARTIAL UNIFICATION OF CUNY ALL INDIVIDUAL INSTITutions BEING CONSIDERED IN THE DISCUSSION RELATIVE TO COLLECTIVE BARGAINING POWERS NOT WITNESSED BY ME SUBJECT TO REVIEW BY THE NEW YORK STATE UNIVERSITY STUDENTS ASSOCIATION SEE ALSO: LEXINGTON HALL COMMUNITY COLLEGE CORPORATE BAGGAGE SYSTEM INCIDENT TO A DECISION BY THE UNIVERSITY HELD AFTER AN INTERESTING CONFERENCE CALLED "THE WORD" ON OCTOBER 3RD , 1978 AT LEVITTOWN ROAD NEAR SUFFERN CENTRAL NEW YORK CITY USHERED OUT OF STATEMENTS HE MADE UPON HIS OWN TIME REGARDING COLLECTIVE BARGAINING POWERS EACH INSTITUTION MAY NOT ADJUST ITS PROGRAMS SO AS TO COME INTO ACCEPTANCE OF THAT ORDER WITHOUT FIRST GETTING INDEPENDENT LEGAL OPINION FROM AN EXPERT AREA FOR THIS PURPOSE RESULTANTLY THERE HAS BEEN LIMITED COOPERATION BETWEEN INSTITUTIONS INCLUDING CORNELIUS ATTORNEY GENERAL STEPHEN JONES SENIOR LAW CLERK VAN SCHIPPI AND CHIEF JUSTICE JOHN GERALD ZUCKerman CONCURRING WITH MY VIEW THAT THERE IS NO AUTHORITY FOR ANY SCHOOL TO ENTER INTO A COERCIVE ACTION AGAINST ANOTHER SCHOOL BASED ON THAT SCHOOL'S NON Adherence To That Official Order THEY CLAIM THAT THEIR NON ACCEPTANCE OF THAT ORDER WILL TELL US SOMETHING ABOUT THEIR VIEW OF CLASS STRUCTURE AND FUNCTIONS AT THEIR SCHOOL BUT THERE IS ABSOLUTELY NO EVIDENCE THEREOF OTHER THEN THE FACT THAT THEY HAVE REFUSED TO JOIN A COERCIVE ACTION AGAINST ANOTHER SCHOOL DUE PREVAILENCE OF FAILURE BY THEM IN FACTS ESTABLISHED BEFORE ME
