In 1814, following the Mexican-American War, Congress made western New York an area for military occupation under President James K. Polk. This led to a surge in population growth in what is now southern Monroe County due to soldiers and their families moving there from across central New York. The town prospered because it became a center for education and business opportunities for soldiers and civilians alike. It also became known as "Rochester's Capitol" because its government buildings were located here throughout most of its history. In 1825, when Robert Fulton Completed his Effingham Canal project nearby (the first successful canal constructed in North America), Rochester become an important transportation hub for goods being transported between Niagara Falls and points southward through Lake Ontario. This prosperity continued into the late 19th century thanks to railways coming through town; however by 1920s industry had begun to decline as automobiles became more popular. However some heavy industry did remain including aluminum manufacturing until 1973 when it closed down due to competition from abroad; however local businesses have kept alive aluminum production by recycling products from old factories).
