In 1846, following Kansas' admission tothe Union as a state, Poughkeepsie became part of newly annexed Albany County where it continued to serve as its local government until 1861 when it was abolished by Governor Thurston Clarke pursuant to provisions of the Organic Act of 1865 which created new counties out of portions of five old ones (Albany, Chenango, Genesee, Madison and Orleans). During World War II many factories were built in Poughkeepsie including those that produced radios and tires for American forces in Europe; however most production ceased after Japan capitulated in 1945. After World War II many residents left for various reasons such as economic deprivation or political instability in post-war America leading to decline in population over ensuing decades until 1990 when there were 21,821 residents according to the 2010 census estimate
