The Niagara Falls Naval Shipyard was founded in 1845 by Commodore John D. Stockton and his wife, Sarah J. Stockton as the Central NY Navy Yard. The yard built steam-powered vessels for the New York Navy Yard until 1862 when it started building warships for the United States Navy. Commodore Stockton also established the first naval supply depot in Buffalo in 1850. In 1861, the yard became known as the Niagara Falls Naval Shipbuilding and Drydock Company Ltd., and built USS Constitution (1862) and USS Maine (1863). The yards also constructed USS Monitor (1865), USS Illinois (1867), USS Fulton (1868), USS Lickety Split (1871),USS Ramona (1901),USS Samuel Halsey(1905-1907) and USS Tartan(1910-1912). In 1916, during World War I, the US Congress passed a law authorizing President Woodrow Wilson to buy ships of all types from private owners to be used by America’s navy. On 8 May 1916, Captain Isadore Strauss of HMCS Stroud delivered to Secretary of War Newton Baker a letter from Rear Admiral James Wickersham expressing interest in purchasing two destroyers from King George V’s Dockyard at Portsmouth, England. On 2 October 1916, Captain Strauss delivered a second letter from Wickersham asking for additional destroyer bids for construction at Niagara Falls Armory on Lake Ontario between Canada and New York State with an option for delivery in 1918 or 1919 subject to satisfactory results from construction testing. There were no proposals received within 24 hours so Director of Construction Rear Admiral Alfred Pogue ordered Captain Strauss to continue talks with Wickersham until he had received more information about what type of ship that could be produced at Niagara Falls Armory. On 1 November 1916, Rear Admiral James Wickersham accepted Commodore Stockton’s offer to purchase two destroyers FROM KING GEORGE V'S DOCKYARD AT PORTUGAL FOR $2 million dollars less than what they would have cost if they had been purchased from another source such as Great Britain because America felt that this was their opportunity to build a new navy while Europe was preoccupied with World War I Captain Strauss organized a group of businessmen who helped finance the purchase including Daniel Handy who donated $100 thousand dollars, John Pierpont Morgan contributed $50 thousand dollars and Simon Guggenheim gave $25 thousand dollars which funded 10 percent of total expenses . The first ship built at Niagara Falls Naval Shipyards was HMCS Starling(1920–21) . After five years construction she was launched on 16 September 1921 sponsored by Mrs Kingsbury and commanded by Lieutenant Commander Fenton Peake RNVR . She arrived at Halifax Harbor on 3 November 1920 after completing sea trials before serving under Vice Admiral David Overend CBE expeditionary forces off Aden during World War II The next ship completed at NASFWS was HMS Ulster(1924). She served as flagship of Vice Admiral Sir Cecil Beatty KCB CMG during operations against Japanese forces around Basra oil fields throughout Iraq during 1941-1945 HMS Ulster earned Battle Honours along with being placed into commissioniing squadron No 21 VC Squadron RAFVR on 7th Dec 1944 renamed HMS Belfast which is still operational today

However, even though Canadian officials began studying how best to make use of Niagara Falls for tourism purposes in 1907, nothing came about until 1926 when representatives from both countries met at Kingston upon Hull in England and created a joint committee known as "The Canadian Waterways Commission". That committee worked tirelessly on developing plans for improving water transportation between Canada and Ontario so that tourists could enjoy all three provinces' natural assets - including Niagara Falls - without having to go too far away! In 1957—as part of efforts led by then Prime Minister Sir John Ainslie –the government decreed that all federal highways should be named after Canadians who had made significant contributions thereto: Sir John Ainslie (1902–1985), Sir David Borden (1872–1954), Sir Wilfrid Laurier (1863–1920), Claude Monnet (1881–1965) . This encouraged more visitors from abroad as well as Canadians living outside urban centres to take advantage of available infrastructure along these routes . In fact, only four years later –in 1961—the highway network became complete when provincial governments joined forces with Ottawa under Federalism .
