The National Guard of the United States of America was established on July 14, 1790 by the Constitution of the United States. It was created as part of the first amendment to the Constitution which read: "No person … shall be a Soldier in any State without a specific license from and underwritten authority of Congress." The militia were not only intended as a deterrent against Invasion but also to provide law and order when needed. From its inception, the Militia Act (1792) stated that all men over 21 years old must be registered with the National Guard and allowed to carry arms. The act also provided for reimbursement for expenses associated with military service. In 1802, an act was passed authorizing armories, stores and other facilities for storage of arms and munitions. This act would later become known as the Armory Act (1865). In 1861, there were calls for increased military activity in response to Confederate ambitions in South Carolina. On April 12th, 1861, President Abraham Lincoln called for 8500 militiamen to be mobilized within 30 days. In response, Congress passed an act amending section 2278 of the Revised Statutes (1861), which authorized President Lincoln To call up 10% or more off all male citizens 3 times yearly until May 1st inclusive; this did not include members drafted into federal service during that time period- these troops were termed "draft dodgers". On October 15th, 1862 George McClellan sent a letter addressed to "All officers & men composing our forces" requesting volunteers for duty at Yorktown Peninsula Virginia; however no one responded back due to political correctness at that time. After many failed requests McClellan organized his army on November 11th 1862 near Petersburg Virginia under General Robert E Grant; these soldiers became known as "Fighting Joe's". After successfully defending Yorktown peninsula against Confederate attack on December 13th 1862 Union forces returned home after taking advantage of winter conditions while Confederate troops went ashore attempting to resupply their Lost Cause Army 1500 miles away at Port Royal SC . This resulted in thousands dead and wounded among both armies combined

Kiryas Joel is a small village in upstate New York, located about two hours east of Albany. Kiryas Joel's population was 1,055 as of the 2010 census, and its ZIP code is 10607. The Village has been inhabited by Native Americans for over 350 years and today the Kiryas Joel Indians are one of the last remaining groups in the United States who still speak their own traditional Indian language. In 1814, when Daniel Finney surveyed what would become Kiryas Joel, he named it after his friend and mentor Jabez Colebrook. When Finney arrived in what is now New York state, he noted that there were no villages or settlements near him; instead all of this territory was either unoccupied or under control of more powerful people. He set out to make a new discovery and establish himself as a leader in this new land. After four years of exploration and surveying he had discovered five square miles of land that would later become Kiryas Joel. Kiryas Joel was founded on November 2nd 1792 by Abenaki Chief Kichwaheganahemsekonoma (alias Israel Putnam) with help from Nicholas Batchelor. The first white settlers came to Kiryas Joel in 1800 with Major General George Washington’s army during his campaign against the French forces at Saratoga Battlefield (now Albany). General Washington selected this location as his headquarters because it offered excellent grazing lands for horses and cows which gave rise to the name “Gone Horse Plains” because so many herds of these animals were seen passing through hereabouts during those early days before roads were built throughout this area。 The first town meeting held at KiryasJoel took place on December 5th 1800 between Kichwaheganahemsekonoma, Nathan Houghton, Ebenezer Lyon and John Stephenson Jr.. This marks the beginning of municipal government within present day KiryasJoel village limits., Although initially only responsible for providing policing services within their own boundaries they began to extend services outside these bounds over time culminating in a fullfledged town hall being established by 1824″ . Governor Livingston appointed Moses Potterfield as Sheriff in 1824 which helped consolidate local law enforcement into one entity within the hands of individuals rather than having it spread across several locations…This system eventually evolved into our present day sheriff/police department model where each village has its own police station…Today most crime occurs within village limits however occasional crimes do occur beyond these boundaries
