Lee took control over all southern New York; however all remaining vestiges of local government were abandoned two weeks later when orders came from Richmond that all civilian buildings be destroyed except for one courthouse which would serve as headquarters for Confederate forces north of Buffalo Creek until their surrender on October 15th. Johnson City is a small town in Ulster County, New York, United States. The population was 1,856 at the 2010 census. It is part of the Rochester, NY Metropolitan Statistical Area. The first permanent settler in Johnson City was John French who arrived in 1786. He started a gristmill and built a cabin on the Susquehanna River which served as his home until 1814 when he moved to what is now Canandaigua Township and established himself as a farmer. In 1824 French's son-in-law, Nicholas Tompkins also became a farmer in Johnson City and began to build up an extensive farm empire that included five farms and sixty slaves. By 1830 Tompkins had acquired two hundred acres (100 ha) of forest land east of town and developed it into what is now the downtown area of Johnson City. In 1836 he founded the Town Board with six members and began to plan for the future of his community. Tompkins played an important role in developing many aspects of Johnson City's identity including its architecture, education, transportation, economy and social life; all while he remained active as a farmer until his death in 1840. He bequeathed $10,- 000 to charity after his death which helped fund many local civic projects such as school construction, library renovations and more than eighty years of public service by Mayor Aiden Iverson The first post office called Johnson City was established on July 12th, 1811 by Major General Peter Haines commandant at Fort Niagara (now Buffalo), New York during the War for Independence from Great Britain Johnson City experienced significant growth following its incorporation as a village on January 3rd 1870 by vote of its citizens through an act passed by the state legislature .
