On December 12, 2002, voters passed a referendum authorizing annexation by Yonkers into New York City effective January 1st,, 2003 under then Mayor Rudolph Giuliani's plan for reincorporation within Queens following its fiscal crisis caused by explosive growth in Yonkers' central business district (CBD) which had outpaced local services availability and annexed other municipalities without their consent or ability to participate in that process.
