As Floral Park grew, it became an important center for social and political activity. In the 1920s, Floral Park became known as one of the most fashionable areas in New York City. After World War II, Floral Park experienced a period of growth and development that led to increased commercial activity and population. Floral Park was founded in 1836 by Colonel Lewis Cass as a military post on the southern tip of Manhattan. The first landowner was General James Wilkinson, who purchased 1,000 acres (400 ha) of the present-day Floral Park neighborhood from Nicholas Biddle in 1835. By 1840, Wilkinson had developed 160 acres (60 ha) of the park into a small but tidy village with four houses and an opening to the East River. In 1847, Colonel Cass sold his holdings to Mayor John Fenton for $1 million. The Village of Floral Park became part of New York City on April 1, 1898. On February 26, 1907, a referendum passed by voters in Floral Park failed to authorize annexation by Queens; however, it did pass by referendum in other parts of New York City that same year authorizing annexation by Queens if it were approved by a majority vote at a future special election. In 1916, President Woodrow Wilson dedicated the new Federal Building at 4th Avenue and 49th Street in Floral Park as part of America's first national holiday—Christmas—to commemorate America's entry into World War I. The building remains today one of New York City's most famous tourist attractions and is used as both a government center and office space. In 1938–39, during World War II,[citation needed] Floral Park experienced heavy bombardment from American forces stationed nearby at Pearl Harbor.[2] Many homes withinFloral Park were destroyed or damaged during this time period; however many others were rebuilt using temporary materials or construction techniques available at that time. On July 20, 1951,[3] Mayor Robert Wagner issued Executive Order No. 6052 which stated that "no person shall erect any structure taller than 44 feet (13 m), including spires or towers" within any municipally owned area within New York City limits except for some limited exceptions set forth therein such as buildings erected on city-owned property for public use such as schools or hospitals; also no person shall operate any motor vehicle over 50 mph (80 km/h). This order effectively banned all skyscrapers within city limits except those erected specifically for use as commercial structures under certain circumstances such as when they are rising above ground level below street level traffic signals operated by the NYC Department Of Transportation pursuant to Civilian Traffic Regulations (CFR). A few weeks later on September 8,[4] Wagner amended Executive Order No. 6052 to limit height inspections to just two types of structures: tall buildings over 44 feet (13 m) and tall pipe pylons situated atop highways inside New York Citylimits without having been expressly authorized by Mayor Wagner himself previously; these height restrictions remain in place today outside designated areas like Herald Square redevelopment project where all skyscrapers have been built exceeding 445 feet (150 m).
