However, by 1830, economic conditions had deteriorated so much that Mayor Ezekiel Dyer proposed annexation into Schenectady County rather than continue growth within Albany County. This proposal met With strong resistance from many residents who felt that they should remain within their own community; however, Dyer prevailed and annexation occurred in 1830. During secession debates during the Civil War (1861-1865), many residents chose not to support slavery while others sided with Confederate States of America because they believed it promoted personal liberty more than bondage under British rule. Many businesses closed down after Union troops burned their properties during this time period; however, some reopened shortly afterwards thanks to financial assistance from local sympathizers. In 1865-1868, Elmira experienced another significant influx of immigrants when mills were built along both banks of the Oswego River for cotton production; however these mills failed soon after opening due to competition from more efficient mills elsewhere in New York state. Despite this setback, local entrepreneurs continued trying new methods such as weaving thread using reeds instead of machines until finally success came with nylon plant development following World War II which helped revive downtown business activity once again .
