Elmira is a city in Otsego County, New York, United States. The population was 25,769 at the 2010 census. It is the county seat of Otsego County. The town square lies at the intersection of State Road 5 and Broadway. The first European settlers in what is now Elmira were Nicholas Sprague and his family who arrived in 1776 from Connecticut. Elmira was platted on October 10, 1814 by Samuel Hoadley with the name "New Ulm". On February 13, 1825, it became part of Utica Township. In 1827 it became a part of Canandaigua Township. On August 16, 1830 it became a part of Orchard Park Township. In 1860 it became an incorporated village under the name "Elmira". In 1898-99 Elmira annexed portions of neighboring townships to form a new borough which was named for itself: Elma Borough (later renamed after Mayor John D'Italia). On January 1st 1902, this Borough merged into Utica Townships to become one municipality with a population over 20,000 people known as Utica-Elmira Municipality (). On December 15th 1923 Uniondale announced that they would be moving their manufacturing operations from Schenectady to Elmira following riots taking place there between 1919 and 1921; these riots are generally considered to have been started by local Rotary Club members who objected to being laid off during World War I without notice or compensation while others within the community did not share in their anger towards what they saw as unfairness and greed by Uniondale's management. This event led to calls for municipal reform throughout upstate New York that eventually led to enactment of the Municipal Reform Law of 1925 which abolished most municipal governments throughout Upstate New York save for two select few exceptions namely Albany and Buffalo while establishing a new consolidated government called The City Government of Rochester and Syracuse & Mohawk Village (later renamed as City Government Of New York) which ultimately replaced all former villages/towns exceptUtica-Elmira Municipality(). This change effectively ended most self-government within Upstate New York save for those still functioning within cities such as Albany and Buffalo where various forms of governance continued until recently when these same authorities were finally disbanded pursuant to state statute §4‑2‑5(a) which prohibits any municipality from combining forces with any other municipality without prior consent from both municipalities involved thereby creating more centralized government structures across Upstate New York than ever before although some exceptions remain such as the city government currently functioning within Rochester & Syracuse & Mohawk Village despite its previous title).

The town of Elmira, New York was founded in 1788 by Loyalists from the British colony of Nova Scotia. The town grew rapidly and by 1818 it had a population of over 1,000 people. In 1828, the town was renamed Elmira after General George Washington's headquarters during the American Revolution. The town continued to grow and by 1840 it had a population of 5,000 people. In 1845, the Town Board decided to annex what is now the city of Elmira into its borders. The annexation created a new municipality with a population of 33,824 people as of 2019.
