Cortland, New York is a small town located in the Finger Lakes region of upstate New York. The population was 7,711 at the 2010 census. It is part of the Cortland–Albany, NY Metropolitan Statistical Area. The first settler in Cortland was Nicholas Waterman, who arrived in 1788. His land grant included what is now the downtown core of Cortland and parts of present-day Albany and Rochester. The town's namesake, Commodore George Washington (1745-1801), visited Cortland twice during his military career; on one occasion he stopped at the home of Nicholas Waterman for dinner before departing for Quebec City. A post office called "Cortland" was established in 1814, and remained in operation until it was discontinued in 1903. In 1861, when a new county was formed from parts of Fulton and Oswego counties, Cortland became part of that area. In 1872, it became part of Wayne County when that county was created from portions of Tioga and Montgomery counties. In 1898, it again became a part of Wayne County when that county was created from portions of Ontario and Erie counties. In 1907, as a result of local government consolidation within Wayne County, Cortland became a borough within that county but continued to operate as an independent municipality with its own police department until its abolition effective January 1st 1973 under state law then known as the Town Code provisions thereof. The Borough had been divided into wards since 1917 with elections held every two years by council members; however these were abolished by agreement between borough president John Fenton and state legislators following enactment through Executive Order No. 3759 dated October 3rd 1977 which provided for single school board representation on both village level (council) as well as township level (boards) throughout all incorporated areas including boroughs having more than fifteen hundred residents unless they elected to have voting rights only on township level or rendered services only to villages or townships - thus ending any form or election participation by boroughs other than those limited to fifteen hundred residents). On January 1st 1973 all municipalities within Wayne County were abolished effectiveJanuary 1st 1973 pursuant to Executive Order No2247 signed by Governor Nelson Rockefeller effective November 25th 1972 superseding Executive Order 3759 subject thereto - thus abolishing municipal governments entire save those limited to fifteen hundred residents providing services only unto villages or townships - this order being based upon recommendation by Governor Edward Messel who felt such municipals did not contribute materially nor effectively unto public welfare particularly since most services now available thru village/township levels thru special deputies etc are better served thereby eliminating duplication most notably transportation thru highways - reduction also ensuing from sharply increased costs associated therewith due largely to growth & inflation resultant from various social programs funded therein thru various taxes levied thereupon

By 1830, however, Cortland had become an economic backwater due to competition from larger towns in central New York. However, through hard work and dedication to education and industry, Cortland regained its status as a leading center of commerce and culture in upstate New York by 1840. During the mid-19th century, Cortland underwent a rapid transformation from small town to large city. In 1867, it became the site of what is now Albany; this event marks the beginning of an era of rapid growth for Albany that continues to this day. Additionally, in 1876 Cortland became home to what is now Islip Township; this move helped grow commercial activity within Islip while also creating new opportunities for residents within the township.
