Garfield's administration as part of a statewide restructuring effort to improve education and transportation infrastructure across all US counties following the Panic of 1907 which caused a series of bank failures across America which left many small towns such as Las Cruces without financial support or access to critical resources like water or commerce that helped drive economic growth throughout much of rural America during this time period.
