On December 21st 1912 Congress passed House Resolution 321 which vested all lands east of la Plata River within newly created NM Territorial boundaries including Alamogordo County including what is now Roswell Township . On January 7th 1913 Governor Wm S Webb issued proclamation making Almogodoro County a county seat and nameing it Roswell Township
